Such a man could only be found in the Colonial Agricultural Service among the personnel of the Malayan Department of Agriculture.

I do not agree with Mr.Flippance that the proper course is to bring such an officer into the existing framework and make him a member of the existing Gardens and Forests Department. I dont think that the training and experience of the Superintendent of Gardens fits him to take charge of agricultural efforts, although I agree that is memorandum is a reasonably competent survey of the position.

I think that it would be a great mistake to leave the Veterinary and Animal Husbandry side out of the picture; I discussed this side of the question some time ago with Major Mackenzie the Government Veterinary Surgeon and he agreed that if such a scheme wase proposed the Veterinary side must be included.

Subject to anything which the Veterinary Adviser may have to say I should be inclined to advise that the ultimate aim should be the fusion of all these efforts into a strong combined Agricultural, Veterinary, Forests and gardens Department with an officer brought in from outside Hong Kong as its head.
